In many areas of life, 90% is a very good outcome, 99% superb. In some areas, however, only 100% will do. Many complex systems break down if a single component malfunctions. In such cases, practically speaking, there is a huge chasm between 99% and 100%.

To be a force for liberation, mettā is one of those realities that has to be 100%. Even if someone has mettā for 99.9% of the human race, or mettā for all beings except for one particular 'him' or 'her', they are still far from mastery. And, of course, one exception easily becomes two, then two three, and so on. A helpful phrase to bear in mind as a mantra when dealing with difficult people is 'mettañca sabbalokasmin', putting emphasis on 'sabba'. It reminds us that our mettā must include every inhabitant of every world, every realm. If there is a particular person who provokes a lot of negativity in your mind, then they are the test of your mettā, not the people you already like and love. It's unlikely that you will be able to change that person themself, but you can radically change the way that you think about them.
